The sheet is folded upwards in half, and that half is folded upwards in half again, so the narrow strip that is cut is four layers thick and the unfolded sheet must show four equal bands.
Opening the second fold copies the cuts across the quarter line, and opening the first fold copies everything across the middle line.
A copy taken across a fold line is a mirror image, so the arches in the copied band point the opposite way.
